Sally Jensen Dutcher is Of Counsel in the San Francisco and Sacramento offices and is a member of the Labor, Employment and Personnel, Students and Special Education and Charter School Practice Groups. She has represented and advised school districts in all areas of the law for more than 25 years, in both private and public practice. Sally served as a general counsel for Napa Valley Unified School District for 18 years prior to returning to private practice, bringing a unique client-side perspective to her practice. As part of the District’s executive leadership team, she developed and advised the district in implementing numerous policies and advised the Board on governance issues including the Brown Act and conflicts of interest.
Sally is an experienced labor negotiator with both certificated and classified employee groups and has conducted interest-based bargaining training. She has also represented school districts in employee discipline and dismissal, and discrimination complaints. Sally also has experience in all student issues, including discipline and expulsion, constitutional rights, student records and special education. She has handled all matters of charter school issues such as approval, oversight, and revocation and negotiated the operational, financial and facility agreements.
Sally is a frequent presenter at workshops and conferences for school administrators and board members, including for ACSA and CSBA. Sally currently serves as President of the Napa County Bar Association. She is also a member of Magnet Schools of America and has assisted in writing and implementing successful magnet school grants for school districts.
