Josh has been a licensed California attorney for over 30 years.  Starting as a transactional/tax attorney in San Jose and Sacramento for seven years, he decided to make a life change to fulfill a dream.  Josh followed his passion and became a special education teacher.  After nine years teaching elementary special education, he moved into school administration, where he was a special education Principal, SELPA Director, Student Services/Special Education Director, Assistant Superintendent, and County Superintendent.  He served as a member of the OAH Advisory Committee and testified before the California legislature on behalf of the SELPA Administrators Association.  Josh has taught special education classes for teacher and administrator credential candidates.

He graduated from the University of Maryland Baltimore County (cum laude) with a B.A. in History and a minor in Women’s Studies (1987), Santa Clara University School of Law (1991), Golden Gate University School of Law (cum laude) with an LL.M. in Taxation (1994). He holds a California Education Specialist Credential and Administrative Services Credential.

Josh enjoys hiking, reading, and training in martial arts, where he holds a 1st-degree black belt in Kuk Sool Won. He was a Sutter County resident for nearly 30 years, after marrying a 5th generation farmer, Dawn DiFiore Harris. There they raised their four children and farmed walnuts, almonds and prunes. They now reside in Huntington Beach with their two dogs, Oriole and Nova.
