Janet L. Mueller is a Shareholder in the San Diego office and currently chairs the firm’s Bond Finance practice.  She has served in numerous leadership positions during her more than 25 years with DWK, including Managing Shareholder of the firm and the San Diego office, as well as Chair of the Charter Schools and Business, Property and Construction practice groups.

Janet began her legal career as a school bond lawyer, later expanding her expertise to all matters pertaining to school and college district assets: business contracts and procurement, school site and real estate acquisition, leasing and disposition; asset management, school district reorganization; environmental and CEQA compliance; fees, taxes, and finance; interagency relationships and agreements.  As practice area leader of DWK’s Bond Finance practice, Janet supports districts and independent schools statewide in tax-exempt borrowings of all kinds, including bond election campaigns, bond issuance, and citizen’s oversight committee formation and management.

Janet also maintains a busy practice representing school districts in charter school-related matters, having been a founding member of that practice group at DWK.  She advises and trains school boards and administrators in the review of charter petitions, charter oversight, operational accountability and compliance, and charter housing.  Janet is an active member of DWK’s BETA practice, bringing a strong expertise in public official ethics, government transparency, and accountability doctrines to bear in her bond and general practice.  She is a frequent speaker at conferences and seminars of the California School Boards Association (CSBA), the California Association of School Business Officials (CASBO), and the Coalition for Adequate School Housing (CASH).
