He has a broad range of experience handling labor and employment matters in both the public and private sectors, and he holds a certificate from the Association of Workplace Investigators (AWI-CH), the preeminent international association for workplace investigators. David has over a decade of experience handling collective bargaining, grievances, arbitration, unfair practice charges, disciplinary matters, litigation, and workplace investigations. He has also developed and conducted training programs on the subjects of implicit bias, discrimination, and police use of force incidents.
Prior to joining Dannis Woliver Kelley, David worked for three prominent employment law firms in Sacramento. He worked first as a labor attorney representing police officers, firefighters, and their associations. Next, he worked exclusively as an attorney investigator looking into complaints of harassment, discrimination, and other misconduct in workplaces and schools. Most recently, David served as primary counsel and chief negotiator for a wide variety of public and private sector labor unions across Northern, Central, and Southern California.
In addition to his legal experience, David draws from his background in working for the California State Legislature. David received public recognition from the California State Rural Health Association for his work on A.B. 415, the “Telehealth Advancement Act of 2011.” The Act streamlined state regulation of health care providers’ use of telehealth technology, helping to improve access to specialty care in rural and underserved inner-city communities. For his work guiding this important legislation into becoming law, CSRHA named David a Rural Champion in Community Leadership.
