Kelsey Quan is an Associate in the firm’s Business and Property, Construction, and Litigation Practice Groups in the San Diego office. Kelsey’s practice focuses on construction, real property matters including acquisitions, dispositions, property exchanges, and developer fees, and representing school districts in a variety of litigation matters. Prior to joining DWK, Kelsey was an Attorney Advisor at the U.S. Department of Housing and Urban Development, where she advised on matters of public and affordable housing.

While Kelsey was in law school, she interned for the United States District Court of the Southern District of Texas, Tahirih Justice Center, and the Catholic Charities Legal Network, working on matters related to immigrant rights, family law, and criminal justice.
