Attorneys

Emily H. Torres  is a Special Counsel in the San Diego office and a member of the firm’s Students and Special Education Practice Group.

Emily works with school districts across the state in matters involving students and special education, including IEP meetings and due process hearings. Prior to joining DWK, Emily practiced juvenile dependency law for over 12 years as a trial attorney, an appellate attorney, and as in-house counsel for a child welfare agency. Emily has presented on the Indian Child Welfare Act to state and national audiences.  In 2018, she received a Litigation Program Award from the County Counsel’s Association of California for her appellate work.
