Meagan M. Kinsey is an Associate in the firm’s Long Beach office. Her areas of practice include Students and Special Education, Charter Schools, and Litigation. Meagan has represented California school districts in providing interpretation and assessment of issues arising under the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973; Americans with Disabilities Act; and the California Education Code. She has managed special education due process complaints, including preparing motions, responses, prehearing conference statements, settlement agreements, and evidence binders and conducting witness preparation. Meagan has conducted reviews of special education programming for increased compliance and efficient use of resources. She has also developed training materials and presented at District-level trainings and education law conferences.
Meagan has previously served as a legal extern with the Norwalk-La Mirada School District. Prior to attending law school, Meagan was a Grade Level Chair and Lead Teacher with KIPP DREAM Prep in Texas. While there, she developed and implemented a rigorous, standards-based curriculum, and instructed students in a self-contained classroom. She was also a member of Teach for America and participated in extensive training, research and professional development for a two year commitment to serve a low socioeconomic school and community.
