Keith J. Bray is a Shareholder in the Sacramento office and member of the firm’s Labor, Employment and Personnel, Board Ethics, Transparency and Accountability, Charter Schools and Litigation practices.
Keith’s practice focuses on board governance matters. He has over 20 years of legal experience on behalf of K-12 school districts and county offices of education where he advised superintendents and their administrative staff on personnel matters, open meeting laws, charter schools, contract preparation and review, policy updates and development, facility construction and leases, administrative hearings and board governance. While in private practice, Keith devoted a majority of his practice representing school boards and county superintendents negotiating contracts with both certificated and classified bargaining units.
Prior to joining DWK, Keith served as General Counsel to California School Boards Association (CSBA) and Director of the Education Legal Alliance. At CSBA, Keith assisted in the drafting of over 30 amicus briefs and letters filed in state and federal courts supporting public education and completed the legal review of all sample district and county board policies and administrative regulations prepared by CSBA. He advised CSBA on the legal and practical impacts of proposed legislation and hosted the Legal Insight Update webcast series, wrote a legal column for CSBA’s quarterly magazine, and edited or co-edited several legal and policy publications published by CSBA. In addition to advising CSBA on a host of corporate legal and governance issues, Keith managed CSBA’s human resources department. Prior to CSBA, Keith was General Counsel and Chief of Staff for the Placer County Office of Education, and an education law attorney at two major Sacramento law firms. Keith also taught at the University of Northern California, Lorenzo Patino School of Law for six years and served on the Sacramento County Planning Commission for two terms.
