Keith Yeomans is a shareholder in the Long Beach office and works in Dannis Woliver Kelley’s Litigation, Charter Schools, and Business, Property, and Construction practice groups.

After graduating from UCLA Law, Keith spent a decade litigating complex and class action lawsuits across a broad variety of practice areas, including education, government, property, construction, contracts, insurance, employment, environmental, energy, consumer protection, anti-trust, and constitutional law. Since joining DWK, he has represented school districts in over 50 separate lawsuits, developing an expertise litigating cases within the nuanced field of public education law.

Keith has represented school districts and county offices of education in civil rights litigation, First Amendment claims, funding related lawsuits (e.g., parcel taxes, bonds, developer fees, etc.), charter school issues (e.g., charter petition approvals/denials, Proposition 39 applications, operations, location, governance, etc.), Brown Act suits, employment claims, grand jury investigations, and school closure litigation. He has defended our public schools against lawsuits contesting the emergency health and safety measures imposed in response to the COVID-19 pandemic. Along with numerous states, governmental entities, and civil rights groups, Keith represented a Southern California school district in a successful challenge to an attempt by the federal government to add a citizenship question to the 2020 U.S. Census—a question designed to depress Census participation among illegal aliens, potentially costing California 1-2 congressional seats and billions in federal funding tied to Census data, including educational funding.

Keith has extensive experience in all phases of litigation, from pleadings and discovery through trial and the appellate process. He has served as lead counsel in dozens of lawsuits in federal and state courts, both in California and throughout the country as national counsel.

Keith also routinely works with school districts on developer fee compliance, Proposition 39 facilities negotiations, and charter school petition review, renewal, and oversight.

Keith sits on the Board of the California Council of School Attorneys and regularly presents on education law issues throughout the State.
