Diana D. Halpenny is Of Counsel in the Sacramento Office and brings over 35 years of experience to her practice. She has worked with districts on numerous general education law matters including labor, employment and personnel, charter schools, student issues, and board ethics.
She has represented school districts in governance issues such as the Brown Act and conflicts of interest. She has helped develop and interpret district policies and procedures, including media on school campuses, for her clients. Diana’s experience also includes labor relations, collective bargaining, interest-based bargaining, employee discipline and dismissals, grievance arbitrations, and contract administration. She has also worked on numerous legal issues involving charter schools.
Having served as the general counsel for San Juan Unified School District for 18 years, Diana brings a unique perspective to her clients’ cases. While at San Juan, she also served as the Associate Superintendent of Human Resources for two years. Diana also served two years as a Legal Advisor to a PERB board member. She has been a frequent presenter and trainer for Brown Act compliance, charter school issues, Public Records Act, teacher rights and responsibilities, and many other educational law matters.
Diana is a past president of the CSBA California Counsel of School Attorneys and of the Northern Section of the County Counsel Association- School Law Study Section. She serves on the CSBA Education Legal Alliance Legal Advisory Committee, and was Chairperson of the Education Mandated Cost Network.
