Mark W. Kelley is the Managing Shareholder in Dannis Woliver Kelley's San Francisco office and is the head of the firm’s Construction Practice Group. He advises and represents school and community college districts and other public entities in all phases of planning and construction. He assists clients with compliance with the California Environmental Quality Act (CEQA), drafts and negotiates agreements, works with staff and consultants on project management issues, advises on claims avoidance and resolution, and represents clients in litigation. He trains administrators, staff, and boards on the construction process and on avoiding claims and overruns on large-scale construction programs. Mr. Kelley has more than 25 years’ experience in construction and related legal matters. He has lectured and provided training on construction issues to public entities and organizations, including the Coalition for Adequate School Housing (CASH), the California Association of School Business Officials (CASBO), the Community College Facilities Coalition (CCFC), the Association of College Business Officials (ACBO), the Community College League of California (CCLC), and the American Institute of Architects (AIA), throughout California and the U.S. In October, 2012, he was named one of the Top Lawyers in San Francisco. Mr. Kelley graduated from University of Oregon School of Law (J.D.) and from Reed College (B.A.).
