Sue Ann Salmon Evans is Managing Shareholder of the Long Beach office and chair of the firm’s Charter Schools Practice Group. Ms. Evans served as the chair of the firm’s Litigation Practice Group for over ten years. Ms. Evans has represented school districts for nearly 20 years in state and federal court, the California Court of Appeal, the California Supreme Court, the Ninth Circuit Court of Appeal, as well as in administrative hearings, arbitrations and mediations. She has been representing school districts on charter school matters since the early years of the Charter Schools Act and is called upon as a leading expert in charter school matters. Ms. Evans advises districts with regard to all aspects of charter schools, including reviewing and analyzing charter petitions, oversight, charter governance, special education, funding, and facilities allocation. She has handled numerous revocations and successfully defended the school board’s decision to revoke on appeal to the State Board of Education. She has been involved in the legislative process, including representing CSBA, ACSA and CASBO through the rulemaking process before the State Board of Education. Ms. Evans has also handled many landmark cases to protect school districts in disputes related to the chartering process and allocation of facilities under Proposition 39. In addition to her experience with charter school matters, Ms. Evans works closely with school boards, advising with regard to all aspects of education law including the conduct of public meetings, conflict of interest issues, state mandated costs, and responding to Public Records Act requests. Her litigation experience includes employment actions, special education appeals, Brown Act compliance, Public Records Act compliance, tax and funding allocation issues, contract disputes, school attendance, pupil record issues and custody orders, school law enforcement, and legal challenge to a school district parcel tax. Ms. Evans serves on the California School Boards Association’s Education Legal Alliance and has also served as amicus counsel to CSBA on several leading education law cases. In her role on the Education Legal Alliance, Ms. Evans advises and consults on all aspects of education law and provides input regarding education related litigation. Ms. Evans is a frequent speaker at the annual CSBA conference and provides trainings to school districts on charter school issues and the responsibilities of a charter authorizer.
