DIR Suspends Electronic Submission of Certified Payroll Records

The Department of Industrial Relations (DIR) has temporarily suspended the submission of certified payroll records (CPRs) to the eCPR system, after receiving numerous reports of problems uploading CPRs to the eCPR system.  DIR expects that system upgrades will be completed by June 2016, but has not indicated whether the eCPR system will come back online in a limited fashion before the upgrades are completed.

Labor Code section 1771.4 still requires submission of CPRs directly to the Labor Commissioner, and the Labor Commissioner is still responsible for labor compliance monitoring and enforcement.  DIR has not offered any interim procedure for labor compliance monitoring, raising questions about the obligations of districts, contractors, and subcontractors involved in public works projects over the next few months.
